1988 mahjong arcade game from Homedata.

I'm at a loss to the exact meaning of the title, but it seems to have some sort of legal connotations.  "A Wandering Memorandum," or something like that.  Whatever, it's a game about playing mahjong in the hopes of undressing girls, just like all the rest.
