Sony created this ad to congratulate Dengeki PlayStation on its 100th issue.  The ad is identical in style to a series of ads that Sony had been running on the inside cover and first page of Dengeki PlayStation for years, but rather than advertise games, this one talks about the various people working for Dengeki PlayStation.  The guy third from the left is listed as "Genre: Beard" LOL.
